The Community Engagement Manager (CEM) is a member of the Market Services team and is the face of Progress in the community. This role is responsible for building and maintaining positive relationships with local agencies such as Housing Authorities, City and Municipal organizations, as well as HOAs and other government agencies. The CEM also works closely with both central operations and our local property management teams. This includes collaborating with Affordable Housing, Marketing, Leasing, Application Coordination, Collections, Customer Care & Advocacy, Compliance, Retention, Reporting, Maintenance, Construction operations and Legal via Government Relations. This role will report to the Regional Operations Director, with a matrix reporting relationship to the Vice President Government Affairs.

Essential Functions:

  • Manage, build, and maintain positive relationships with local agencies (Housing Authorities, City and Municipal organizations, HOAs, law enforcement and third party inspectors, as applicable).

  • Attend and/or assist with planning community summits, housing fairs, community programs and regular housing authority, HOA and municipality office visits

  • Execute workforce housing initiatives in partnership with local leaders and various internal departments

  • Ensure the best possible portfolio performance by collaborating with internal teams to include Rental Registration, Affordable Housing, Market Operations, Onboarding and HOA departments

  • Establish and manage partnerships with local nonprofits, schools, workforce organizations, and service providers

  • Analyze market conditions and stay informed about market trends, including rents, property availability, and economic/socioeconomic factors

  • Identify resident needs and locate community resources that may assist in addressing and connecting these needs with the appropriate party

  • Provide support during community challenges or transitions and help de-escalate resident concerns via Case Management

  • In accordance with the oversight of Housing Choice, ensure residents cooperate with requirements related to Affordable Housing move-in and annual requirements

  • Review and inspect HOA pre-approval applicant workflow and collaborate with Leasing, Onboarding, and HOAs to drive efficiency

  • Provide insights and reports to senior leadership as required, highlighting relevant issues or concerns

  • Track engagement metrics, document success stories and contribute to regular impact reports and funding proposals

  • Maintain a high degree of customer service and professionalism in all resident and local agency interactions; phone, email, formal written communication, or in person

  • Ability to manage cross-geographical training and information-sharing, as needed

  • Display knowledge of provisions in standard lease documents and maintain a working knowledge of resident rules and regulations

  • Display a strong understanding of Progress Residential lease application, leasing processes, lease agreement and company policies and procedures, while accurately providing answers and explanations to applicants/new residents in a user-friendly manner

  • Maintain confidentiality and adhere to regulations such as the Fair Housing Act

  • Monitor and distribute local/state specific news stories which impact the company and our industry

  • Identify areas where we can be more present in a community/market, like microsponorships, chambers of commerce, trade associations, civic groups, etc

  • Proactively build and cultivate relationships with government officials and staff who impact our business

  • Carry out other duties as assigned that are in the best interests of the customers and the company

Qualifications:

  • High School graduate required. College degree a plus.

  • Real Estates license required (within 90 days of hire).

  • Five or more years of experience in property management, leasing, or affordable housing with a deep understanding of industry practices.

  • Ability to build and maintain positive relationships internally and externally.

  • Projects confidence in interacting with residents and always displays professional presence.

  • Ability to thrive in a dynamic, fast-changing, growth environment.

  • Honest, ethical, and able to maintain confidentiality in a business setting.

  • Interacts productively in person and through technology with co-workers, team members, management, and other company personnel daily to accomplish duties and responsibilities. 

  • Excellent oral and written communication skills.

  • Able to multi-task, prioritize, and manage time effectively. 

  • Ability to comfortably navigate innovative technology and competency in MS Office necessary.

  • Previous use of Yardi Voyager and Salesforce a plus.

  • Ability to travel up to 25%, as needed.

  • Must have a valid Driver’s License.
