JOB SUMMARY
The Community Engagement Manager (CEM) is a member of the Property Management team and is responsible for building and maintaining positive relationships with local agencies such as Housing Authorities, City and Municipal organizations, and HOAs. The Community Engagement Manager works closely with both central operations and our local property management teams. This includes marketing, leasing, application coordination, rent collections, resident inquiries, escalations, compliance, resident retention, reporting, and maintenance and construction operations.
Essential Functions:
Directly accountable for and responsible for the success of our Housing Choice portfolio in their assigned territory.
Manage, build, and maintain positive relationships with local agencies (Housing Authorities, City and Municipal organizations, and HOAs).
Attend and/or assist with planning community summits, housing fairs, community programs, and regular housing authority office visits.
Build relationships with third party inspectors to streamline processes and ensure compliance with regulatory requirements and to ensure homes meet market-rate standards and readiness for official Housing Quality Standards (HQS) inspections and municipal regulations.
Oversee inventory management of Housing Choice homes, bridging Construction, Marketing/syndication/lead generation, Leasing, and Pricing and complete home walks, as applicable.
Analyze market conditions and stay informed about market trends, including rents, property availability, and economic/socioeconomic factors, through data analysis and regular property inspections.
Identify resident needs and locate community resources that may assist in addressing these needs.
Oversee and ensure residents cooperate with requirements related to Housing Choice move-in and annual requirements.
Ensure the best possible performance by collaborating with internal teams to include Rental Registration, Housing Choice, Market Operations, Onboarding, and HOA departments.
Review and inspect HOA pre-approval applicant workflow and collaborate with Leasing, Onboarding, and HOAs to drive efficiency.
Oversee, ensure, and adhere to company standards and regulatory requirements for all marketing and leasing activities to maintain compliance and quality.
Provide insights and reports to senior leadership as required, highlighting relevant issues or concerns.
Maintain a high degree of customer service and professionalism in all resident and local agency interactions; phone, email, formal written communication, or in person.
Display knowledge of provisions in standard lease documents and maintain a working knowledge of resident rules and regulations.
Display a strong understanding of Progress Residential lease application, leasing processes, and lease agreement and can accurately provide answers and explanations to applicants/new residents in a user-friendly manner.
Maintain confidentiality and adheres to regulations such as the Fair Housing Act.
Carry out other duties as assigned that are in the best interests of the customers and the company.
Qualifications:
High School graduate required. College degree a plus.
Real Estates license required (within 90 days of hire).
Five or more years of experience in property management, leasing, or affordable housing with a deep understanding of industry practices.
Ability to build and maintain positive relationships internally and externally.
Projects confidence in interacting with residents and always displays professional presence.
Ability to thrive in a dynamic, fast-changing, growth environment.
Honest, ethical, and able to maintain confidentiality in a business setting.
Interacts productively in person and through technology with co-workers, team members, management, and other company personnel daily to accomplish duties and responsibilities.
Excellent oral and written communication skills.
Able to multi-task, prioritize, and manage time effectively.
Ability to comfortably navigate innovative technology and competency in MS Office necessary.
Previous use of Yardi Voyager and Salesforce a plus.
Ability to travel up to 25%, as needed.
Must have a valid Driver’s License.
