Position Summary:


The Housing Choice Program Manager facilitates the management operation of accepted voucher holders residing in Progress and PR3 managed homes, supporting the local markets who participate in the program to ensure compliance by accepting vouchers with the HUD program are being met, along with the goals, quality standards and operating objectives established by the Company and the compliance/legal team/property management team. This position provides support, leadership and daily management on all activities associated with the voucher program; including but not limited to accurate submittal of RTA packets, coordinating inspections with the Housing Authority and local markets, ensuring all contracts are up to date and on file, ensuring payments are received in a timely manner, ledgers and accounts are reflecting accurately, and renewals. The Housing Choice Manager will develop and build positive relationships with Housing Authorities across the nation.

Essential Functions:

  • Support the local markets by overseeing and managing the daily operations of Housing Choice Voucher Program

  • Ensure that all requirements by the HUD program are being met

  • Keep accurate records of all associated documents; including but not limited to, RTA packets, contracts, annual inspections, deficiency letters, and change of ownership

  • Ensure that the HUD program receives all required documents and/or deficiency corrections in a timely manner to ensure no abatements

  • Facilitate all inspections with the Housing Authority and local markets for new move in’s and recertification's

  • Assist with recruitment efforts, train, and develop high performance Housing Choice Voucher Program team members

  • Conduct payroll audit to ensure that team maintains accuracy and stays in compliance with state and local labor laws

  • Enforce policies according to quality standards and operating objectives

  • Understand and possess the ability to train team on fiduciary duty.

  • Analyze processes and procedures to ensure optimum efficiency levels

  • Be knowledgeable of provisions in standard lease documents and maintain a working knowledge of resident rules and regulations

  • Be knowledgeable of all HUD program rules and changes to ensure compliance

  • Develop positive relationships with Housing Authorities across the nation

  • Develop and maintain positive relationships with local market team members

  • Carry out other duties as assigned that are in the best interests of the company while being a champion for Progress Residential’s Core Values.


Human Resource Management

  • Supervision of staff set goals and holds people accountable for results

  • Ensures that the group provides outstanding customer service and is responsive to requests

  • Coordinate’s activities to maximize the efficiency of all processes

  • Develops team and is focused on succession plan within group

  • Ensure that all training requirements are completed on time

  • Ensure that employees all have goals and receive regular feedback on their performance

  • Performance management of personnel including, reviews, corrective action, mentoring, development plans and performance improvement plans

  • Ensure all training requirements, including Progress ED, are completed on time

Qualifications:

  • Bachelor's Level Degree Business-related degree preferred

  • High School Diploma or equivalent

  • 3 or more years of previous property management experience in either the single family or multi-family rental industry

  • Supervisory experience preferred

  • Real Estate license preferred

  • Must have a valid Driver’s License

  • Previous use of Yardi Voyager and Salesforce a plus

  • Previous experience with Housing Authorities and the Housing Choice Voucher Program

  • Ability to build and maintain positive relationships internally and externally

  • Possesses strong organizational skills and is detail oriented

  • Ability to thrive in a dynamic, fast-changing, growth environment

  • Interacts productively in person and through technology with co-workers, team members

  • Excellent oral and written communication skills

  • Computer literacy, ability to comfortably navigate new technology and competency in MS Office suite a must

Physical Demands:

  • Sitting for extended periods of time using office equipment and computers

  • Moderate stooping, kneeling, crouching, reaching, standing

  • May entail light lifting of supplies and materials occasionally, up to and including 25lbs

  • Ability to talk, hear, compare, compute, compile, copy, analyze, coordinate, synthesize, negotiate and communicate

  • Walking for extended periods of time

  • Sustains substantially recurring movements to fingers, hands, wrist, legs and feet

  • Ability to judge distances and spatial relationships

  • Ability to identify and distinguish color

  • Ability to distinguish the differences and similarities in odors
