The Property Compliance Specialist III (PCS III) is responsible for managing all aspects of homeowner association (HOA) for an assigned portfolio of owned assets to encompass all PCS I and PCS II functions as well as but not limited to: Assist overseas team, Coordinate Check Processing, Confirm HOA updates, CCRs reviews, Photo request to assure compliance, HOA pre-approvals for Renewal, HOA ballot voting, HOA pre-approvals for Renewal, HOA pre-approval for Onboarding, identify and handle Escalations, Landscape monitoring, Landscape contract coordination, Coordinate Central team to resolve violations, Community outreach, attend HOA hearings. Provides guidance, support and coaching to team members to meet the goals and objectives of Progress Residential and the Property Compliance department.

ESSENTIAL FUNCTIONS

  • Work closely with HOAs to ensure compliance with all relevant laws and regulations.

  • Resource for assigned team members’ training, day-to-day questions/escalations, items of focus, goals and operational issues

  • HOA lease approval process: Coordinate with HOA and/or residents to accomplish home, lease and tenant approval, registration, and renewal.

  • Track down missing violation records that were identified on HOA invoices and statements

  • Obtaining amenity and gate access, as needed, usually for third part vendors

  • Review pieces of mail to determine next course of action

  • Maintain current record of all Covenants, Conditions, Restrictions, Rules and Regulations.

  • Work with HOA communities to effectively remediate violations and minimize fines and penalties assessed to homes within assigned portfolio.

  • Develop analytical frameworks and reporting regimes to constantly assess and continually improve performance with respect to market, regional and national property compliance.

  • Promptly address all residents and HOA requests; provide timely responses to all HOA related requests from internal and external customers.

  • Develop and maintain a strong working relationship with HOAs and residents.

  • May handle HOA/ accounting, enforcement, and general business functions for assigned portfolio.

  • Acquire and maintain knowledge of current state, local, and HOA statutes, policies and/or procedures.

QUALIFICATIONS

  • High school diploma required.

  • 4 or more years’ transactional real estate or legal experience or 2 or more years working directly with Homeowners Associations. 

  • Must be proficient in MS Office software and be able to quickly master new technology and systems.

  • Excellent customer service, communication (written and oral), analytical ability, organizational, and negotiations skills.

  • Exhibits sound judgment and decision-making ability.

  • Property management or customer service experience.

  • Strong customer service and interpersonal skills 

  • Working knowledge in Yardi and Salesforce.

  • Organized with strong attention to detail 

  • Demonstrates ability to take initiative, work independently and make sound decisions.

  • Effective time management skills while managing multiple projects and priorities 

  • Effective oral and written communication skills 

  • Proven track record of effectively managing multiple projects and priorities.
